With reference to your letter No. 32282/1915 of

the 19th ultimo I am directed by Secretary Sir E. Grey

to transmit to you herewith a copy of a Memorandum

answering in detail the points raised by the Governor

of Hong Kong with respect to the effect of the

Trading with the Enemy (China, Siam,Morocco, Persia)
